It is totally free to visit the National Railway Museum at York, however you are free to make a donation either before proceeding into the vast halls or outside, or you can donate before leaving at the end of your visit. If you love steam trains and want to see them up real close, as well as have a chance to actually touch as well, then the National Railway Museum is the place to go to. For best photo oportunities I wouldn't recommend weekends as all the halls can get very busy.
